Sayonara 4.1.1.1.1
At ALSC's Annual Meeting on November 7th, a vote was taken on a proposal to eliminate WPM enforcement regulation 4.1.1.1.1 and this proposal passed. The concern by ALSC was that there was no way to verify the heat treatment of components processed and shipped under the 4.1.1.1.1 regulation since no boards ever received an HT mark. Because of this, they wanted to end 4.1.1.1.1 and create an alternative way to ship rough components where at least a portion of the pieces were marked.
The resolution they came up with is an addition to lumber regulation 6.2.2 which originally states that "When pieces are marked HT or KDHT only, with no reference to grade, and the size of individual pieces is a) 30 inches or less in length; or b) 1/2 inch nominal or less in thickness; or c) 2 inches nominal or less in width, the HT, HT GRN, or KD HT mark shall be applied by stamping not less than 25% of the pieces of a unit. Units that are partially marked shall also be legibly stenciled with the same information as indicated by the agency HT, HT GRN, or KDHT stamp."
The new addition adds "or d) rough pre-cut components not to exceed 60” in length."
Going forward this will be the new process to ship rough precut components. There will be a short transition period for mills to get stamps or other means to mark boards as each unit needs to have at least 25% of the pieces in it marked HT and a stencil on each unit with the same information that is on the HT mark. Any material previously shipped under 4.1.1.1.1 will maintain its HT status until it is used up, but no new material will be allowed to ship under 4.1.1.1.1 after a mill receives other means to mark precut components. The standardized "TP WPM USE ####" stencils will be retrieved so they cannot be further used. Unlike the standardized “WPM USE” stencil, the new stencil for the units can be ordered or created as needed without it coming through the TP office. Since a minimum of 25% of the pieces are marked, ALSC is more comfortable that HT conformance can be verified.
While this can create some additional work for the mills, the advantage of this new process is that once the components and units are properly marked the material is considered heat treated and does not need any paperwork in place at the mill or the receiving facility. Material can be sold or resold as HT without being restricted to only the original purchaser of the item. Material can be marked and placed in inventory at the mill without requiring an order be in place for it. So, there is more flexibility with this process which will help mills and receiving facilities maintain their conformance under ALSC.
